How it works
Nothing here is built yet. This is the design as it stands, recorded so a Nation can read it and say whether it is right before a line of it ships.
The letter — a set of questions the Chief authorises. Each question would carry a kind (short answer, long answer, a 5-point scale, or a choice from a list), an order, and a required flag. Authoring would be the Chief’s — or, on the industry-initiated path, proposed by the inviting party and edited by the Chief before opening.
The return — a member would answer privately, once, within a stated window. The intention is that IRIS would record that a member returned but never which member said what, and that the aggregate report would go to the Chief, who would decide whether and how it is disclosed. That separation is the whole point of the design, and it is a promise no code keeps yet.
Who takes part
COMMUNITY OR INDUSTRY-INITIATED MODULE
Chief and Council hold member identities, questions, and reports. Industry sees the audience scope and whether a report exists; questions and citations are shared only through a report the Nation chooses to disclose.
The Chief would author and circulate it.
In the design, the Chief writes the questions, sets the window and the cadence, and opens the letter to verified members. No outside party is involved. Not built yet.
An industry party would propose; the Chief would decide.
In the design, an organization proposes a set of questions and an audience. The Chief may edit the questions, or decline, before anything reaches a member. Not built yet.
