Letter / Survey

A structured letter the Council circulates — a named set of questions sent to members on a set schedule. Returns are aggregated and reported on cadence, never as raw responses.

i · PLAIN ACCOUNT

The letter — a set of questions the Chief authorises. Each question has a kind (short answer, long answer, a 5-point scale, or a choice from a list), an order, and a required flag. Authoring is the Chief’s — or, on the industry-initiated path, proposed by the inviting party and edited by the Chief before opening.

ii · PLAIN ACCOUNT

The return — a member answers privately, once. Verified members are invited for a stated window. A return is one set of answers per member; IRIS records that a member returned, never which member said what. Members may save and resume; only the final submit is counted.

iii · PLAIN ACCOUNT

The report — an aggregate report on cadence. On the schedule the Chief set, IRIS aggregates returns into distributions, counts, and a short narrative. The Chief reviews, may attach a note or redactions, and decides whether — and how — the report is disclosed.

THE COMMUNITY-LED PATH

The Chief enables it for the Council's own work.

The Chief may enable the module without inviting an outside party. The room exists; the documents are the Council's; the answers serve the Council's file. No disclosure decision arises.

THE INDUSTRY-INITIATED PATH

An industry party proposes; the Chief decides.

An organisation proposes a room with a particular set of documents and audience. The Chief receives the proposal, may modify the scope, and chooses whether to open. The disclosure decision returns every cadence.
