Every module sits at the disposal of a Nation. None is opened without a Chief’s decision; none disclosed without a separate one. Industry parties may propose a module to a Nation; a Nation may enable a module for its own Council’s work.

A structured letter the Council circulates — a named set of questions sent to members on a set schedule. Returns are aggregated and reported on cadence, never as raw responses.
Create a project, submit it for IRIS review, then propose a module to the communities your project affects. Each Chief decides whether — and on what terms — to open it.
Your organisations →A Chief may enable a community-led module for the Council’s own work, or accept an industry party’s proposal. Logs, maps, and reports stay under community control.
